Experiencing Low FPS with My 4070 Super and 9800X3D Build

Hey folks, I could really use some advice! I've got a setup featuring a 9800X3D, a 4070 SUPER, 32GB of DDR5 RAM running at 6000MHz, a 750W power supply, and an Asus B650-E TUF WiFi motherboard. Despite this solid configuration, I'm facing performance issues while gaming. I frequently play games like Elden Ring, Escape from Tarkov, CoD, Ready or Not, and Fortnite, but I constantly deal with low FPS, noticeable dips, and stuttering. It's puzzling since I see people with less powerful rigs getting smoother performance. I've already enabled XMP, game mode, and PBO, plus I've set a negative 30 on my CPU. I've also scoured countless optimization videos and guides, but nothing seems to help, especially in Escape from Tarkov. Anyone have any advice on what might be going wrong?

First off, try doing a BIOS CMOS reset and then just enable EXPO/XMP for your RAM. You shouldn’t need to tweak many other settings to get top CPU performance. Also, make sure your GPU and chipset drivers are up to date and that your BIOS is the latest version. If your GPU usage is below 100%, you might have a bottleneck somewhere, so check Task Manager for any programs consuming a lot of CPU while you’re gaming. And keep an eye on your CPU and GPU temperatures to make sure they aren't throttling.

That -30 setting might seem stable during benchmarks, but it can lead to instability in games. Older chips like yours might boost too high under light loads, causing issues. It might be best to consider reverting the CPU settings to see if that resolves the stuttering.
