I've been experiencing some serious stuttering in GTA V lately, similar to a specific issue someone else has described. Here are my specs: RTX 3060 + Iris Xe Graphics, i7-12700H, and 40GB RAM. This problem just started occurring after I booted the game up about a month ago. I didn't have this issue last year. When I check the task manager, it shows that my GPU, CPU, and RAM are underutilized—none of them go above 50% usage. Also, my game settings are not too demanding, and I've tried lowering them to see if it helps, but it hasn't worked. The stuttering happens on all monitors I use. I tried limiting the game's framerate to 144Hz in the Nvidia Control Panel, and while setting my laptop screen to 60Hz reduced the stuttering a bit, it didn't fix it entirely. If anyone has any ideas on how to fully resolve this, I'd really appreciate it!

You might want to try turning off V-Sync in the game settings and lowering the grass settings to low. These settings can be buggy in some versions of the game. It's also worth capping your FPS using Rivatuner instead of the Nvidia Control Panel. If you're not using a VRR screen, try to cap the FPS to match your monitor's refresh rate—like 120 FPS for 120Hz, or half that. This can help stabilize frame times and reduce stuttering.
I had a similar stuttering issue, and it turned out to be my Logitech mouse software causing the problem. Once I disabled it while playing, everything was smooth again. Just in case, are you using any special mouse software?

Have you checked if it's happening in both single player and online modes? Sometimes the issues can differ depending on that. Just a thought!
