I've run into an issue where I can't download any apps because I have a $20 unpaid bill. The thing is, I haven't made any purchases that I know of that should be causing this charge, so I'm reluctant to pay it. Does anyone have advice on how I might be able to download apps without settling this bill?

You'll definitely need to handle that unpaid charge, unfortunately. The App Store won't let you download any apps until you do. If you believe the charge is incorrect, you can ask for a refund for that specific amount through a report site.
Honestly, your best bet is to just pay the bill. Once you've settled it, you can check if you can get a refund for any charges you think were a mistake. Without addressing that unpaid amount, you're basically locked out of the App Store.
You could check out your purchase history in the settings to see if anything you've bought is listed there. It might help clear things up!
If you feel comfortable, you can pay with a different card or even an Apple Gift card, then request a refund after.
If everything else fails, you could simply create a new Apple account. Just keep in mind you'd lose access to your previous purchases.
Yep, the App Store has pretty strict policies on this. Addressing the bill is key to getting back on track.
