Why Am I Only Getting 100-150 FPS in Borderlands 3 With My Setup?

Hey everyone! I'm replaying Borderlands 3 on my PC, and I'm really confused about my performance. I have an NVIDIA 4070 TI Super and an Intel i7-14700F, but I'm consistently getting poor frame rates, around 100-150 FPS, regardless of whether I set the graphics to low or high. Both my GPU and CPU seem to be only around 20% utilized. I'm hoping to find some ways to optimize my settings to achieve a higher refresh rate. Any suggestions?

Another thing to consider is the refresh rate of your monitor. What’s your panel’s refresh rate?

It's 240Hz. I definitely don't want to stay capped at 150 FPS if I can push it higher!

I did some digging and it looks like Borderlands 3 tends to cap around 160 FPS even with high-end setups like i9-4090 rigs. You're not alone in this—it seems like many players experience similar performance.

100-150 FPS with 20% GPU utilization in Borderlands 3? That tells me something's not right because it’s not a super light game. What program are you using to monitor your CPU and GPU usage?

I was using Nvidia's monitoring tool at first, then switched to Afterburner. It showed about 25% utilization with occasional spikes to 30%.

It sounds like you might be hitting a CPU bottleneck or have V-Sync enabled. Since your GPU is at only 20%, that's a hint that it’s not the limiting factor. CPU usage isn’t always helpful unless you know how well the game utilizes multiple threads. Check your V-Sync settings as well!

I double-checked, and V-Sync was off while I was playing. Do you think a CPU bottleneck could really be that significant? I'm considering returning the CPU and looking for something else.
