I built my PC around 2-3 years ago, and back then, I was getting amazing performance in League of Legends with around 1000 FPS using a 3060 Ti and a Ryzen 9 5900X. However, recently, my FPS has dropped significantly to around 130, even though there haven't been any game updates. I tried uninstalling and reinstalling the game and even reset my PC, but nothing changed. I thought it might be the GPU, so I upgraded to a 5070 Ti, but the problem persists. It's strange because League has always been well-optimized, even for lower-end PCs, and now I'm struggling to maintain 180 FPS on a high-end setup. I followed various optimization guides, and although disabling full screen optimization helped a bit, my FPS returned to being low after a restart.

Have you checked if your monitor's refresh rate is set correctly? You're mentioning 180 FPS, but if your monitor isn't at that refresh rate, it could cause issues. Just something to look into!

Sounds like your CPU might be bottlenecking you. Even though your Ryzen 9 is pretty good, the AM4 socket does have its limitations. Have you considered checking CPU temperatures and performance under load? Sometimes they throttle if they get too hot!
I haven't checked the temps, but my CPU usage is under 50% even when playing. My GPU is also around 20%, so I don't know what's going on.
