I'm having a tough time with my new PC that's stuck in a restart loop while trying to install Windows 11. After I accept the initial setup and select the partitions, it just keeps powering on, showing the Windows icon, and then restarts again. I've attempted the installation several times but keep hitting the same issue. The PC is brand new but it did have Windows 11 installed previously. My temperatures are normal, and I'm using a 2TB SSD M.2 for storage; my motherboard is an MSI 870 Tomahawk. I even tried booting from a live Linux Mint CD and it worked fine, recognizing the partitions and hard drives. So I'm pretty sure the RAM and PSU are okay. Any ideas on how to fix this?

Have you tried re-flashing the USB drive with the installation media? Sometimes the installation files can get corrupted, which might cause the issue you're facing. It could be worth getting a different USB stick if re-flashing doesn't work.
I had a similar problem once. What worked for me was deleting all partitions and then creating a new one for the install. It cleared out any remnants that were causing the installation to fail. Just make sure to back up any important data first!
