I'm having a really frustrating issue with my recently acquired PC. My friend gave me his old build which includes an Intel Core i7-9700K, an Asus Prime B360-Plus motherboard, an MSI 3060 GPU, and a Corsair CX650M power supply. It boots fine at his place and even at his brother's and a friend's house, but when I take it to my apartment, it just shows orange lights and doesn't turn on at all. I've tried every outlet in my apartment and reseated all the components but nothing changes. Once, I got it to turn on with a new power strip, but after that, it refused to start again with several other strips I purchased. My apartment outlets work great for everything else, and there are fellow gamers in my building, so I don't think it's a total power failure. I'm considering a UPS or possibly that I have dirty power. Any ideas before I shell out for more equipment?

No weird problems with other electronics, but I did turn off all other breakers, leaving just the one for the PC, and it still didn't boot up.
