I just installed a new CPU cooler that's rated for 250W, but my Ryzen 7 5800X is hitting 89 degrees Celsius during stress tests. Both fans on the cooler are running, and I also have three intake fans and two exhaust ones in my case. The air coming out of the PC feels pretty cool compared to my room, which is 27 degrees Celsius. I'm wondering what else could be going wrong here because it seems like my cooler should be handling this better. I'm using a Be quiet! Pure Rock Pro 3.

Have you looked at your case airflow? Sometimes just taking off the side panel can help with temps. If removing it lowers the temperatures, then it might be an airflow issue in your case.
First off, make sure you applied the thermal paste correctly and removed any stickers that might be on the cooler. Proper mounting is crucial too—check that the cooler is seated well and the fans are oriented properly without any obstructions. Since a 250W cooler should be enough for your processor, something might not be set up right. My CPU is 290W, and even under load, I rarely see temperatures above 75C with my Noctua NH-U12S.
I checked the cooler, and there wasn’t any sticker covering the paste. I tightened it as much as I could, and the fans are correctly positioned. I even visually confirmed that the cooler is making contact with the CPU.
I took off the side panel, and it dropped the temperature by 5 degrees!
