I ordered a GPU from Amazon but decided last minute to cancel it. I contacted customer service, and they assured me that the cancellation was processed. However, I just got an update saying that the GPU has shipped anyway. I checked with customer service again, and they mentioned that the shipping company might not have received the cancellation request, but they couldn't do much about it. They said I could refuse delivery or return the item if it arrives, and that I would be refunded since I wasn't charged yet. Should I keep it, or what would be the best move now?

You could just keep quiet about it, but also, maybe don’t post questions about it? Just handle it privately. Better not to stir the pot too much with retailers.

Best move is to contact Amazon again and explain what's happening. Check what they want done. If they ask for it back, return it; if you keep it and they find out later, you might get charged unexpectedly. Better to be proactive than have a surprise bill later.
