How do I restore my iCloud photos back to my gallery?

I accidentally turned off iCloud Photos, and now I've lost about 30,000 photos from my gallery. Although they're still safe on iCloud, I want to know how I can get them back into my gallery. Once I do that, I'd also like to delete them from iCloud without losing them from my gallery. I really want to switch back to the free iCloud plan but don't want to risk losing any of my files. Any tips would be greatly appreciated!

To restore your photos, you'll first need to turn iCloud Photos back on and ensure 'Keep All Photos on Device' is activated. This may take a bit of time, especially with 30,000 photos, but once everything is synced to your device, you can turn off iCloud Photos again. Just be sure to select 'No' when prompted about removing photos from your device. That way, your photos will stay in your gallery, but keep in mind that after this, you'll have no backup on iCloud, so proceed with caution!

So, after doing this, I can delete everything from iCloud without losing the photos, right?
