I have an HP Omen 27q monitor that supports 165 Hz, paired with an RTX 4070 TI and a Ryzen 7 7700x. I'm experiencing a frustrating issue where games that are locked at 60 FPS or lower appear choppy, especially during camera movements in first-person games. In contrast, 60 FPS videos on YouTube look smooth, and when I record and play back 60 FPS games, they look fine too. I've tested games on different monitors, including a 60 Hz LCD Steam Deck, and the difference in smoothness is significant. Despite my monitor being FreeSync and G-Sync compatible with those features enabled, I'm not sure why the experience is so poor. Any advice would be appreciated!

Have you considered using frame generation with Lossless Scaling? It can help boost the frame rate for games running at 30 or 60 FPS—great for slower games, though not so much for fast-paced shooters. Just keep in mind it might introduce some artifacts.
One reason could be that 165 Hz isn't a multiple of 60, which can affect how the frames are displayed. However, after playing on high-refresh monitors, going back to 60 FPS can feel laggy, even on native 60 Hz panels. You might notice that videos look smoother because they often use post-processing techniques that help with motion, unlike some games.
I disagree. I use a 240 Hz monitor and still find 60 FPS games feeling stuttery. I think it's just hard to go back once you’ve experienced those higher refresh rates.

That’s interesting! I switched to a monitor that supports up to 180 Hz, and my PS5 games at 60 FPS still look and feel great. Maybe it's worth disabling G-Sync to see if that helps your setup?

Check if you have Variable Refresh Rate (VRR) enabled—it can help smooth out your experience. If that’s not the case, you might want to manually set your in-game refresh rate to either 60 or 120 Hz instead of relying on desktop settings.
I think frame generation isn't your solution here. There might be something off with your setup. I recommend using DDU to reinstall your drivers and maybe turn off FreeSync in both your PC and monitor settings.
