monitor flickering during games after moving to dorm

I've been dealing with a frustrating issue since I moved from my dad's place to my dorm. My monitor, which had a slight white tint that showed up only sometimes, started to flicker on and off while I was gaming. This happened especially with games like Project Zomboid and RDR2, making it really tough to play. At first, I thought it was a temporary problem that I could solve by switching from fullscreen to windowed borderless mode, which stopped the flickering. However, after moving to my dorm, the flickering not only returned but got worse. I've checked my settings, updated drivers, and even replaced the HDMI cable, but nothing seems to work. I'm running a HP Pavilion Gaming PC with Windows 11, upgraded to an RTX 3060 graphics card and 36GB of RAM. Any ideas on why this might be happening and how I can fix it?
