I've been using an i7 8700 CPU paired with a GTX 660 GPU, but I've just ordered an RTX 3070. I've heard that my current CPU might bottleneck the performance of the 3070. Can anyone suggest the most affordable CPU that would work well with it and avoid bottlenecking?

Bottlenecks really depend on the game and settings you're using. The i7-8700 isn't going to be a total letdown with your new GPU. Also, make sure you didn’t get ripped off on the RTX 3070; you should ideally be looking at around $250 for a good used one.
Just so you know, swapping out the CPU isn't always a magical fix for performance issues. You need to ensure your system is compatible, and sometimes it involves more than just changing the CPU itself.
