I just finished building my new computer, and I've noticed that while I'm downloading games from Steam, the temperature of my Ryzen 9 9900X3D hits the 80s. I'm using an NZXT Kraken 360mm cooler. Is this kind of temperature normal during game downloads?

Absolutely normal! Steam does more than just download; it does some processing too. So when that's going on, especially with a heavy CPU like yours, it's expected to see those temperatures rise.
