I'm currently using a 1080p 75Hz monitor, paired with a Ryzen 5 3600 CPU and an RTX 3070 GPU. With Borderlands 4 coming out soon, I've heard it needs an 8-core CPU if I want to hit a stable 60fps. However, I've also been playing a lot of Overwatch 2. Given my tight budget and the tech specs, what should I prioritize upgrading—my monitor or my CPU?

If you want to enjoy Borderlands 4 with a lot of enemies on screen, a better CPU might be beneficial. It's a good idea to look for one with a larger cache, but keep in mind this could be pricey.
How about a curved 3440x1440 monitor? But I get it, that might not be a perfect match for a 3070, and things can get pretty expensive in Brazil.
I'd prioritize the CPU upgrade; it will give you a better performance boost overall.
Actually, Borderlands 4 doesn't strictly need an 8-core CPU; that was a mistake on their part. As long as you're comfortable sticking to 1080p and could lower some graphical settings, your current setup should handle it just fine. So, your best bet is to upgrade the CPU first if you want to hit that 60fps target, not necessarily the monitor.
Consider getting a 1440p monitor! Your 3070 should perform quite decently at that resolution, and a higher resolution tends to use CPU resources more efficiently. And don't stress too much about the '8-core' requirement; most gamers are running fine with Ryzen 5s, so you should be good!
Yeah, and a curved monitor could really break the bank. I think focusing on a reasonable upgrade for the CPU would be more useful right now.
