I've been stress testing my MSI 5070 Ti Shadow OC for about 10 minutes using Furmark with default settings. My case is an Antec Flux. I even moved my exhaust 140mm fan to the bottom of the GPU to see if it would help with the temperatures, but it didn't make a difference. With the side panel on, I'm hitting 78°C at 3000 RPM fans, and with the panel off, it's still 78°C but at 2800 RPM.

Honestly, it looks like you're worried about an issue you might not actually have. 78°C is a perfectly fine temperature for your GPU. The fan RPMs aren't too concerning unless you're aiming to reduce noise. If that’s the case, you can use fan control software to set your own fan curves. Graphics cards can typically reach temperatures around 85-90°C without any problems!
Why are you still using Furmark? Feels like we're in 2008 again! Maybe try a different benchmark that reflects real-world usage?

The MSI 5070 Ti Shadow has a cooler that's not the best out there. If possible, you might want to consider returning it for a different card. I found a comparison of RPM values for various 5070 Ti models that might help make your decision easier.
Unfortunately, if I return it, I'll be without a card for a while since the stock is low and other available cards are well over MSRP!
3k RPM is pretty loud, and I know several others with this card are keeping it under 70°C at a max of 2000 RPM, which is why I'm concerned.
