I previously set up a mapped share for users to upload their data to a personalized drive (similar to OneDrive on-premise). What's the best method to transfer that data into each user's OneDrive account?

Totally, the SharePoint Migration Tool is capable of handling this! And even though it’s called a SharePoint tool, it works for personal OneDrive transfers too.
SPMT is free and does a solid job. For larger migrations, I've used Movebot and had a positive experience with it too.
