Honestly, it really depends on the games you usually play. The 9800X3D is solid and the 5070 Ti can perform well, but it might be better for 1440p than 4K if you're looking for higher frame rates. You should be fine with an 850W PSU; it's more than enough for this build. For case fans, I'd suggest looking into ones that match the aesthetic you want—reverse fans can help with airflow too. By the way, I think the 990 Pro seems a bit pricey and maybe overkill for your needs!
Your RAM choice is actually pretty good, but I’d recommend sticking to just 2 sticks instead of 4 for better stability with AMD systems. If you're tight on budget, consider scaling back a bit on the SSD to allocate more funds for RAM. You might want to check out this alternative part list...
