Every time I boot up my Windows 11, I encounter a frustrating error message: 'INACCESSIBLE_BOOT_DEVICE'. It keeps restarting my PC and takes me to the Windows Recovery Environment where I'm prompted to choose a keyboard layout. After that, I get sent to a Troubleshoot menu, but nothing there works. The Startup Repair option doesn't fix anything, and I can't use System Restore because it says I haven't selected an operating system, even though I can't find any option to do so. Attempting to run the bootrec commands leads to errors saying it can't find the path or that Windows isn't installed, which is just ridiculous. Plus, there's no Startup Settings menu, so I can't access Safe Mode at all. Can someone please help me out?

It sounds like your Windows installation is seriously messed up, possibly due to a software issue or even a hardware fault like a failing hard drive or RAM. I recommend trying to reinstall Windows from a USB drive. You’ll need access to another working computer and an 8GB or larger USB drive. Here’s a standard guide on how to do it.
