I have a Razer Blade 17 (RZ09-0423) and while cleaning dust and reapplying thermal paste, I discovered a tiny hole in the vapor chamber right near the CPU. I'm worried this could be causing an air bubble that leads to overheating because I'm also noticing an oil-like substance leaking from it. Is this something that's normal? If not, is there any way to fix it without needing to replace the whole heatsink? I've tried using electrical tape over the hole and it helped temporarily, but my CPU still runs super hot—77-83 degrees at idle and even hits 95 degrees while just watching videos. I really can't afford to stop using the laptop right now.

Unfortunately, if there's a hole in your vapor chamber, it’s likely permanently damaged. It relies on having a partial vacuum inside, so any leak can ruin its effectiveness. You might be out of luck if you're past warranty—it's probably best to consult a professional to see what can be done.
The electrical tape is just a temporary fix. For the vapor chamber to work, it needs to recreate the conditions of pressure and fluid. Unfortunately, unless you can seal that hole through welding or similar means, it’s no better than a regular metal conductor now and that won't do much for cooling. Best get it looked at, it seems unfixable otherwise.
