Is investing in the M4 chip a smarter choice than the M3 for the price? Also, does the different M4 models really affect longevity? I don't do heavy graphics work or video editing—just regular tasks with a lot of windows open. I've heard that 24GB of RAM is ideal, but can I manage with 18GB?

When it comes to longevity, always try to go for the latest and best model you can afford. If you're not doing heavy tasks, the Air should serve you well. But I definitely recommend going for at least 16GB of RAM for better future-proofing. That being said, it depends on how many windows you typically have open!
