You can definitely save some money by going for a less complicated air cooler instead of an AIO. The Ryzen 7 is perfectly fine with a good air cooler, like the Thermalright Phantom Spirit 120 SE. Plus, considering your budget, I'd suggest switching to a B850 over a B650 motherboard since the price difference is minimal and you'll have more future-proofing. Overall, it's a really strong build!
For the power supply, I'd recommend bumping up to an 850W model. The 5070 Ti can require more power depending on the model, plus having extra wattage gives you room for future upgrades. And honestly, you won't need an AIO cooler for the 7800X3D unless you're going for extreme overclocking—stick with a solid air cooler for reliability! I use a Noctua NH-D15 on my setup, and it does wonders without all the fuss of an AIO!
