Error 9 is often related to USB connectivity issues. You might want to check your USB cable and try using a different port or a high-quality cable. Apple has some guidelines on this too if you want to look them up.
Definitely give another computer a try if you haven't already. And just a heads up, if you're using a Windows PC, make sure to try both Apple Devices and iTunes for the restore.
Sometimes, this error can happen if there's a problem with the boot firmware. I faced this issue when downgrading from a beta version. I used the iMazing app to fix it, but it's a paid option. If it comes to that, maybe check out the app as a last resort!
