I created a USB installation disk for Windows 11 to use with the new SSD in my husband's computer, but I'm running into an issue. Every time I try to install, I get a message saying, "this PC doesn't currently meet Windows 11 system requirements," even though we've confirmed that it does meet them. The new SSD is a WD_BLACK SN850x Gen 4, 2 TB. I'm using a PNY 64 GB USB drive that I downloaded the fresh Windows 11 installation from the Microsoft website. It asks for a product key during installation; I've tried a generic one but that didn't work either. I noticed I can bypass entering the key, but I'm not sure which option to choose from the dropdown. Any ideas?

It sounds like your BIOS settings might need some adjustment. Make sure that Secure Boot is enabled and CSM is turned off. You should also verify that fTPM or TPM 2.0 is enabled. That could solve the issue you're experiencing with the system requirements message.
