I'm currently using a 5700x3d processor and a 3070 GPU. While gaming, I noticed that my GPU usage hits 90-100% and my CPU sits around 40%. I'm starting to think this means I'm bottlenecked by the GPU. I mainly play games like CS2, TF2, and Halo. Should I consider upgrading my CPU or GPU based on this?

Definitely a GPU bottleneck in your case! Even if CS2 doesn’t max out your CPU, it can still be limited by how many threads it uses. Generally, for other games you mentioned, upgrading the GPU first makes sense.
