Is My Planned PC Upgrade Enough for Gaming at 4K and 1440p?

I'm looking to upgrade my current PC setup, which includes a Ryzen 5 3600, a Radeon RX 5700, and 16 GB of RAM—built back in 2021 for about $1,100. While it has served me well, I've noticed limitations with newer games as they tend to get more demanding. I play on a 4K Sony TV at 60hz, so I'm not chasing high FPS. Right now, I'm struggling to maintain 60fps in games like Borderlands 4 at 1080p. I'm planning to spend around $2,000 on an upgrade, which includes a Ryzen 7 7800X3D, an MSI Pro B840-P Wifi motherboard, and 32 GB of RAM. I want to know if this upgrade will meet my expectations—specifically, will it allow me to play less demanding games at 4K and titles like Borderlands 4, POE 1/2, and The Outer Worlds 2 at 1440p with max settings while maintaining at least 60fps? Also, I forgot to mention I'd be upgrading to an AMD RX 9070 XT with 16GB. Am I making the right call?

You need to highlight your GPU upgrade because the RX 5700 won't cut it for 4K at 60fps. In my experience, when I had an RX 6700XT with a higher-end CPU, it still struggled with games demanding higher performance.
