Should I Choose OEM or Retail Windows Licenses for My Company?

I'm in the process of setting up Windows 11 Pro on about 70 systems in my company as part of our SOC2 certification, which also requires endpoint security, DLP, MDM, and more. I've found two quotes: Vendor 1 offers retail licenses at 12,000 INR per unit, while Vendor 2 has OEM licenses for only 3,000 INR each. I'm leaning towards the OEM option since it's significantly cheaper, and I expect our systems to last about 3-4 years. However, I have a few concerns:
1. How does having OEM Windows affect our security certification?
2. Where did Vendor 2 source these licenses? I've heard they shouldn't be sold openly.
3. Will I face issues with Microsoft security patches? Will the OEM version integrate smoothly with the additional security measures I'll be implementing? Any insights or experiences with this would be greatly appreciated!

It's important to note that unless you’re a device manufacturer, purchasing OEM licenses isn't really allowed. They're non-transferable, tied to the original device, and can't be upgraded either. So, consider that before making your decision!

To sum it up:
- OEM licenses don’t get direct technical support from Microsoft, but you’ll still receive security updates through Windows Update.
- Using an OEM license shouldn’t affect your security accreditation. It’s the same OS, just with different purchase terms.
- Keep in mind that OEM licenses are tied to the hardware they're activated on. If your goal is to migrate licenses as systems age, OEM might not be the best choice.
- Have you thought about volume licensing through Office 365 instead? That can sometimes be a better deal for multiple systems.
Make sure you shop around for Windows licenses to avoid getting scammed with reused or suspiciously cheap keys!

Just to clarify, OEMs are generally fine for desktops and laptops. But if you’re thinking about using them for servers or virtual machines, it’s best to skip the OEM option.

The activation process for OEMs can seem strange. If you're skeptical about its legitimacy, definitely check the source of the keys.
