I'm considering whether to upgrade my current 4060 Ti (8GB) to either a 5070 or a 5070 Ti. If I go for the 5070 Ti, I'll need to purchase a new power supply, which bumps the total cost to around $900. Alternatively, if I choose the 5070, I could save on the power supply and use that cash to get 32GB of RAM, ultimately saving me about $200. What do you think?

If you're going to upgrade, the RTX 5070 Ti is definitely the way to go. You won't regret the extra performance it offers!
I'd probably go with the non-XT version of the 9070 if you don't mind skipping NVIDIA. It's a comparable price, has 16GB VRAM, and better overall performance. Plus, that would leave room in your budget for 32GB RAM.
If you're not too attached to NVIDIA, you might want to check out the 7800 XT instead. It's a solid option with more VRAM, which is becoming increasingly important for modern games. That would also allow you to free up some budget for the RAM upgrade!
Honestly, I'd say the 5070 Ti. Just make sure to grab a solid PSU, like a 750 or 850W ATX 3.1. The 5070 is only worth it if you can snag it for under $500, which is pretty rare these days. Otherwise, go for the Ti version for sure!
What's a good price point to aim for the Ti? Is $750 about right?
$500 is a steal for that card. Definitely grab it at that price, but that's closer to what you'll pay for a 5060 Ti!

But I've heard the non-XT is quite a bit weaker? Is it really that much of a downgrade?
