I'm trying to select the best graphics card for my gaming setup after already picking a CPU. I've narrowed it down to three options: the Intel i5 12400F, the Intel i5 12490F, or the Ryzen 5 5600, and I'm using 32GB of RAM because I tend to have a lot of browser tabs open. The graphics cards I'm considering have the following prices: B580 for $234, RX9060XT (8GB) for $264, and RTX5060 for $299. I primarily play The Legend of Zelda: Tears of the Kingdom on the Yuzu emulator, as well as some AAA titles and online games like League of Legends, Forza Horizon 5, and Black Myth: Wukong. Any suggestions on which card would be the best choice?

I'd recommend the 9060XT as well. Just keep in mind that while the B580 is cheaper, it tends to have random issues and less support, which can be frustrating.
Go for the RX9060XT! It has significantly better performance compared to the other options, and the extra $30 you spend is totally worth it for the boost you'll get in gaming.
Is the extra $30 for DLSS 4 on the RTX 5060 worth it?
