I'm looking for recommendations on tools that are affordable or even free, as we don't want to spend $20 per user each month. What are some good options for small teams?

I've been using JIRA for my teams, and their free plan has everything we need. It integrates well with GitHub, Teams, and even time tracking tools like Clockify.
I highly recommend Trello! It's an excellent starting point for project management. When I led a team of three, we found it super effective for keeping everything organized without breaking the bank.
Have you tried Plane? It's another option worth considering!
Kanban boards are quite useful! You can easily use them for free on platforms like Trello, Miro, or even JIRA, which has free options too.
There are quite a few tools, but many charge per user. If you want to keep costs down, consider buying a PM script from themeforest and self-hosting. For a basic option, you could even try building a simple tool using sitegui.app; they have demos to test out.
