Why is My GPU Usage So Low with My Setup?

I'm having some issues with my Intel Core i7-13700K and NVIDIA GeForce RTX 5070 Ti combination when gaming at 1440p. Despite having a Corsair 750W PSU, I'm experiencing frustrating micro stutters across every game I play, regardless of whether it's something light like Geometry Dash or heavier like Marvel Rivals. My GPU usage is hovering around 70-80%, and it's unstable. I've done extensive troubleshooting, like adjusting BIOS settings, tweaking Windows settings, overclocking the GPU, and even undervolting the CPU. I've performed clean installs and reformatted my drive as well. I recently switched my motherboard from a B760 DS3H AC DDR4 to an ASUS Z790 Max Gaming WiFi7 and upgraded to 6400 CL32 RAM with XMP enabled, but there hasn't been any change. I even tried going back to my old CPU, the 12700F, but the problem persists. Notably, I had similar issues with my previous GPU, the 9070, so it's not a driver conflict since I've done a fresh install. In HWinfo, I noticed that cores 4 and 5 are often running at high usage percentages (70-90%). Additionally, during GPU performance checks, voltage reliability shows 'yes' both at idle and in-game. Could this indicate where the problem lies? I'm really hoping for some guidance so I can enjoy my games without these hiccups.

First off, consider downloading Intel XTU and GPU-Z to monitor if there’s any CPU or GPU throttling happening. It might help you identify if something is limiting your performance.

Got it, I’ll check those out. Also, Intel XTU flagged that there's edp limit throttling while I'm gaming, which cycles between yes and no.

You might want to try using DDU to completely uninstall your Nvidia drivers and then reinstall them fresh. It’s a quick process, and it can sometimes resolve issues like yours. Worth a shot!
