I've been using PDF-XChange, and I highly recommend it. We purchased perpetual licenses and ended up paying less for three years than what Adobe would charge for just two years for fewer users.
I've switched to Foxit, and honestly, I think it's a solid alternative. The customer I helped was really happy with it, and it costs about half of what Adobe charges for renewal.
We’ve been using Kofax PowerPDF and have no complaints. It works great for us!
If you're open to some open-source options, check out qpdf for unlocking PDFs and editing with tools like LibreOffice Draw or Inkscape. They can handle most tasks like form filling, and they don’t come with the hefty price tag.
NitroPDF is a great choice as well. I've used it alongside Foxit, and both have offered reliable features. Just a heads up though, it’s almost the same price as Adobe.
