I'm dealing with an issue in Outlook where I suspect that the recipient count limit is treating organizational distribution lists (DLs) incorrectly. Specifically, I think the emails sent through our FortiMail might be breaking the DLs down into individual recipients, leading to counts that exceed our limits. Can someone clarify how Outlook counts recipients when using DLs, especially in cases where emails are routed externally?

It sounds like you’re right! Usually, when a DL is expanded, it counts all individual members instead of the whole list as one. If the email goes outside Exchange, the DL definitely gets expanded. So in your case, FortiMail could be causing the issue you’re seeing.
From what I gather, this is actually how it's designed to work. If you're sending out mass emails, it's better to use a dedicated bulk email service. I've noticed interesting behavior too—when sending to cloud distribution lists, limits can behave differently than with on-prem lists. If the send limit is 20 and the list has 30, it fails if it's a cloud list, but works fine for an on-prem one.
