I'm having a strange issue with my laptop where it looks like it's on some heavy psychedelic drugs, like ayahuasca or shrooms, every time I restart. It visually goes nuts, and I've heard it could be a sign of a failing GPU. I'd really like to troubleshoot this problem and fix it if possible. I managed to temporarily resolve it by connecting a second monitor and toggling the color deficiency correction in AMD Adrenaline, but it still acts up upon every restart. I'm using a Republic of Gamers ROG Zephyrus G14 gaming laptop. Any advice would be greatly appreciated!

Sounds like your laptop is having a wild time! You might want to upload some pictures to imgur and share the link here so we can see what's going on. It could help diagnose the issue better.
