I've found a CL32 DDR5 6600 kit that's significantly cheaper than a CL30 DDR5 6600 kit, but I'm curious if the CL30 option is really worth the extra bucks. Will I actually notice a difference in performance while gaming at 1440p?

I'd say go for the cheaper CL32. The 7600x might struggle to hit the 6600 speed anyway. You could still aim for 6000 and potentially tweak the timing down from CL32 to CL30. By the way, are you seeing any 6000 CL30 kits for less? It seems like they cost quite a bit more wherever I look.
Honestly, CL32 is perfectly fine for gaming. The difference between CL32 and CL30 is minimal, and you'd likely not notice it in actual gameplay. Just keep in mind that downclocking to 6000 might be necessary, but that's not a huge hassle.
You're probably not going to see a significant difference between CL30 and CL32 in real-world gaming. You might spot a tiny FPS improvement in benchmarks, but 1-2% is hardly noticeable.
