Should I Upgrade to AM5 or Buy a 5800X3D?

I recently upgraded my GPU to a 5070 ti and I'm currently running a 5800x with a 165Hz G-Sync monitor. I'm considering whether to upgrade to the AM5 platform or just buy a used 5800X3D for around £300. I've noticed that in the games I play, my GPU usage is often low while my CPU usage is really high, leading to a bottleneck. Should I go for the AM5 upgrade and get a 9800X3D, or would sticking with the 5800X3D be a better move? Here's my planned build:
1. AMD Ryzen 7 9800X3D CPU - $469.99
2. Noctua NH-D15 G2 CPU Cooler - $179.95
3. MSI MAG B850 Tomahawk MAX WiFi Motherboard - $189.99
4. G.Skill Trident Z5 Neo RGB 32GB DDR5-6000 Memory - $259.99
The total comes to about $1099.92. What do you think?

If you're looking to save some money, go for the cheapest AM4 X3D you can find. DDR5 prices have shot up, so a decent kit will cost almost as much as the CPU upgrade. It's not worth it right now!

I've never bought used parts before, and I'm really hesitant about buying from eBay. What should I watch out for?
