Why are my FPS numbers staying the same with different settings?

I'm finding myself puzzled because I've invested around $1500 into my PC, and it's acting pretty strangely in games. My setup includes a 7800X3D, a 4070 GPU, 32GB of G Skill RAM, a 2TB M.2 SSD, and a 750W power supply. In Call of Duty, I'm getting 150-170 FPS on extreme settings at 1440p as well as low settings at 1080p. It's frustrating because I can't seem to break 200 FPS, while other builds with similar specs are hitting around 220 FPS easily in multiplayer. I'd love to hear recommendations on what I can do to fix this, especially how I can measure or record what's going on. I'm open to paid solutions if it guarantees results and am considering taking it to a local shop for a fresh Windows and driver install. My monitor is an Acer Nitro XV271U with 180Hz, and it seems my CPU is at 95% while my GPU is only at 45%. Does that mean I've just lost the silicon lottery and am GPU-bound? I've already run DDU in safe mode, reinstalled drives, and updated the BIOS, but nothing has changed. Any insights would be greatly appreciated!

Make sure to check what Call of Duty says about your CPU or GPU limits in-game. It sounds like you might be hitting a CPU bottleneck, but with your hardware, that shouldn’t be the case.
