Help Me Choose the Right Parts for My First PC Build

I'm planning to build my first PC in the next week and want to start ordering the parts. I'm a bit confused about which GPU would be the best option for me, and I'm also unsure if I've selected the right components overall. To make matters worse, I'm over budget and would like to find ways to reduce costs if possible. I've linked my current part list for reference.

Hey! I noticed you've got 9 fans in your build; that just seems excessive to me and is increasing your costs. If you’re looking to save money, consider switching to an air cooler instead of a water cooler unless you really just like the aesthetics of the latter. Also, a 1000W PSU is probably overkill—you might want to look into a 650W option to save some cash, or maybe 750W if you think about future upgrades. And the RAM seems a bit pricey; you could find something similar for $60-$80 less. With those savings, you might even be able to upgrade your GPU to a 4070 or better! Thank you so much for your input! Do you think the fans are unnecessary since the case already includes some? I've heard mixed opinions on how many fans are ideal.
