Do Email-Only Users Need a Server CAL for 365 Licensing?

I'm looking for the most cost-effective way to license some email-only users. Initially, I thought we could use the EXO P1 plan, but I discovered that our spam filter requires local Active Directory (AD) accounts. Therefore, we would need local AD accounts for each of these users. I'm aware that EXO P1 doesn't include a server CAL, but I'm uncertain if the F3 plan includes a server CAL. Does anyone have insights on this?

Have you considered purchasing device CALs for your spam filter? It counts as one device and might streamline your setup.

Actually, the spam filter does a local AD lookup on user accounts to route mail. So, we would indeed need local AD users for each email account!
