Is a 9800x3d + 5070ti setup good enough for 2K gaming at max settings?

I'm looking to play more visually stunning games and want to know if the combination of a 9800x3d and a 5070ti will give me over 100 FPS in every game at ultra settings. Is this setup also future-proof? Right now, I'm using a 3050 gaming laptop and I've never built my own PC before.
