I'm a first-time PC owner and I noticed that my GPU fan speed spikes to 4000 RPM when I have a game running in the background, even when I'm multitasking. Is this a typical behavior?

Yep, that's quite normal! Many games don't actually pause the rendering when you switch tasks, so your GPU keeps working hard, leading to that high fan speed.
The GPU will continue to push itself if the game is still being rendered. Just keep an eye on your temperatures, but 4000 RPM isn't unusual when the GPU is active.
