The cool thing about Dell Rugged laptops compared to something like a Toughbook is that they should run software just like a regular Latitude. I’d suggest checking both a rugged and a non-rugged model for differences and troubleshooting them in the same way.
This might not be directly related, but I've experienced similar issues. We had some workstations that kept rebooting every few minutes, and it turned out Dell SupportAssist was the culprit. Uninstalling it really helped with stability.
