Is it possible that the hard drive is failing? It might only be stuttering when you're using the GPU for gaming and video playback.
Make sure the monitor is connected directly to the GPU and not the motherboard. That connection can sometimes cause issues with display performance.
Have you tried resetting the BIOS to its default settings? After resetting, I recommend not making any changes. Also, consider disabling hardware-accelerated GPU scheduling to see if that helps.
