I'm currently using a 240GB SSD as my boot drive, but I've just installed a new 1TB NVMe drive and want to migrate my Windows installation over to it. What are the best methods or tools to accomplish this transfer so that I can start booting from the new drive?

There are plenty of tools available that can clone your drive. Just connect the new NVMe drive, run the cloning software, and you're good to go!
If your NVMe drive is a Samsung, you can use their Magician software, which has a data migration tool built in. After you're done, just make sure to change the boot order in your BIOS to boot from the new drive.
Make sure to use a cloning tool that can automatically resize partitions. If you can't connect both drives at once, it might be easier to transfer important files to an external drive and do a fresh OS install. It can be a bit of work, but it's a good cleanup every so often.
