What’s the Best Budget AM4 CPU to Pair with an RTX 5070?

I'm currently using a Ryzen 5 5600X along with an RX 6700, and everything was working well until I upgraded to an RTX 5070. I've noticed that my CPU seems to be bottlenecking the GPU, as it can't reach 99% usage in most games, especially on low settings. I'm looking for a reliable AM4 CPU that won't bottleneck my RTX 5070, with a budget of around $250. I've already tried various fixes like updating chipset drivers, resetting the BIOS, reinstalling Windows, and tweaking power settings, but none of those helped. Here are my current specs: Asus B550M-A, Ryzen 5 5600X, 4x8GB DDR4 3200MHz RAM, Rosewill VMG 850W, and RTX 5070 OC x2. Any recommendations?

I’d recommend going for at least a Ryzen 5 5700X, or if you're lucky, you might find a 5700X3D for around $200. Those should keep up nicely with your GPU and avoid any bottlenecking.
