I recently purchased the ASUS TUF Gaming B850-Plus motherboard and later came across a review that mentioned the VRMs tend to run hot, especially during strenuous tasks like a one-hour Cinebench stress test with a Ryzen 9 9950X. I'm wondering if this setup will still be good for gaming and if the 9800X3D will be able to perform at its best without any issues.

Honestly, comparing those two CPUs is like comparing a fully loaded dump truck to a light pickup truck. The 9800X3D will work just fine with that motherboard for gaming—no worries there!
I have the same board and it's working well for me! Just be sure to flash the BIOS. I use "XMP" RAM, and it helped stabilize things, although occasionally it doesn't boot to BIOS right away. But overall, it runs great with the same CPU!
I've been using this combo for months without issues. The 9800X3D runs way cooler than the 9950X3D, and the VRM cooling is adequate. You can definitely reach the CPU’s full potential. I've even overclocked mine without any problems.
Keep in mind that stress tests and gaming put different loads on the system, so don't worry too much about VRM temps from the stress test; gaming should be fine.
When it comes to gaming, the 9800X3D won't even come close to the power draw of the 9950X during intense tasks like Cinebench. So, you'll be perfectly fine for gaming with this setup.
