I'm considering an upgrade from my 2060 to an RTX 4070, as recommended by my friend. I'm currently using an i3-7100 as my CPU and I want to know what kind of performance boost I can expect with this new GPU. Would it be a significant upgrade?

Just to clarify, I think you meant the RTX 4070? There’s no such thing as a Ryzen 4070. With your old CPU, you'll likely experience significant bottlenecking regardless of the resolution you play at. If you're looking for such an upgrade, it might be better to consider building a whole new PC instead. Plus, the RTX 4070 isn’t sold brand new anymore, so you might want to check out the 5000 series GPUs instead.
I had a 2060, but I recently upgraded to a 4070 in a new PC and I love it! I'm running games at 130 fps on high to ultra settings at 1080p. Just so you know, I also upgraded to a Ryzen 7600x, which really helps maximize the GPU's performance. If you're planning to move to1440p soon, it's a fantastic setup!
I recommend waiting until you can upgrade your CPU. It’d be a bummer to get a new GPU like the 4070 only to have it underperform due to an old CPU.
Just a heads-up, the RTX 4070 would theoretically be about 2.4 times faster than your current GPU. However, since you're on an i3-7100, you might run into some bottlenecking issues, which means you won't be able to fully utilize the GPU's potential. Also, keep in mind that RTX 40 series cards have been out of production for a while now, and prices are quite inflated right now.
