I just reset my iPad, and now it's like starting from scratch—no apps, no data, nothing! I'm really confused about what to do next. Any advice?

I had a similar issue but fixed it by force resetting my iPad with the sound buttons and the power button. After that, I just downloaded everything I had from my phone onto the iPad since that was the quickest fix for me.
It’s possible you set it up as a 'new device' rather than restoring from a backup. Make sure you’re signed in with your main Apple ID; if you created a new one by accident, it could explain why it seems brand new. You can reset again and choose the restore option to get everything back. Just be careful with your Apple ID!
This is a rough situation. Do you have any backups in the cloud? If you saved data there, you might be able to recover it easily.
Check if you’ve got a Focus mode activated. Sometimes, a Focus mode can hide your apps and make it seem like everything's wiped. It's worth a look!
If you have a Mac, try logging into that and see what's synced. You should check your settings to see where your files are saved—local or cloud.
