How Can I Reactivate Windows After Changing My Motherboard?

I recently swapped out my motherboard, and now I'm having trouble reactivating Windows. I know I'm supposed to select the "I recently changed my hardware" option, but that choice isn't appearing. I even bought a new product key and tried using that, but I'm still running into the same issue. What should I do?

When you try to activate, it should show either that it activates or it can’t, giving you a phone option. If it does, you’ll see a number to call along with an activation code that you’ll need to enter. After verification, they’ll provide you with another code to type in.

I just tried that and after entering all the numbers, it said 'can't activate Windows, contact your system administrator for more info.' But I’m the only admin on this PC!
