Having lag issues after upgrading to a 9800X3D

I recently upgraded my CPU from a 7800X3D to a 9800X3D, and I'm experiencing significant lag, even when my computer is idle on the desktop. I've got a TUF Gaming B650 Plus WiFi motherboard, 32GB of RAM, and a PNY GeForce RTX 4080. After the upgrade, I noticed that even simple tasks, like opening the file manager, cause my mouse to lag severely. I installed the correct chipset drivers, updated the Nvidia game drivers, and even tweaked various options in the BIOS and Windows settings. I even did a full reinstall of Windows 11 using a USB from the media creation tool, but the lag persists, especially when I open apps like Google. My CPU usage spikes to around 40% just from basic functions. Interestingly, it doesn't lag in BIOS or safe mode. If I try to do a clean install of Nvidia drivers, Windows loads its own drivers automatically, causing lag again. If I uninstall the drivers from the device manager for the 4080, the lag almost entirely disappears until Windows grabs the drivers again. I'm feeling pretty lost here and not sure what to do next.

Don't give up on it just yet! I went through something similar. Swapping out major hardware can really throw a system for a loop. Good call on reinstalling the OS—might even need to do it again to fully help. Let your PC sit overnight on the desktop without sleep or hibernation; sometimes it just needs time to settle. Also, make sure your BIOS is updated!

Since it sounds like it might be a GPU issue, have you used DDU (Display Driver Uninstaller) to clean out the GPU drivers completely? Sometimes those drivers can conflict and mess things up after a major upgrade.
